Smaller Learning Communities

This program provides funds to Local Education Agencies (LEAs) to support the development of small, safe, and successful learning environments in large high schools as a component of comprehensive high school improvement plans.

Strategies for recasting large high schools as a set of small learning communities include: (1) establishing "houses," career academies, magnet programs, and other "schools within a school"; (2) instituting block scheduling; (3) developing personal adult advocates, teacher-advisory systems, and other mentoring strategies; (4) reducing teaching loads; or (5) using other innovations to create a more personal experience for students.

Jacob K. Javits Gifted and Talented Students Education Program

The purpose of the Javits program is to carry out a coordinated program of scientifically based research, demonstration projects, innovative strategies, and similar activities designed to build and enhance the ability of elementary and secondary schools to meet the special educational needs of gifted and talented students.

The major emphasis of the program is on serving students traditionally underrepresented in gifted and talented programs, particularly economically disadvantaged, limited English proficient, and disabled students.
